Bind a GITEA_BOT_TOKEN on the ecomm deployment for patchwatch label provisioning

Survives the pivot (session 0036). Patchwatch deploy-security tooling is direction-agnostic; the network service still needs dependency-advisory provisioning.

OTC email branding — present as ecomm, not bare relay infrastructure

Survives the pivot (session 0036). Email branding applies wherever the platform sends mail (OTC/OTP, notifications) regardless of storefront vs network framing.
