8. Leftover drafts. Operator chose "file them now" — but a tracker check showed both were already filed (#25 observability, #26 uplift); titles + internal #25 reference matched. Surfaced the contradiction (filing would duplicate); operator chose discard both. issues/ now empty.
9. Finalize. Survey clean; deferred-decisions empty; nothing parked.
