Restores the RFC-0001 body from wiggleverse/rfc-0001-human/RFC.md into the meta entry rfcs/human.md and sets repo: null. State stays active, id RFC-0001. Part of the meta-only topology change (ROADMAP #36, rfc-app v0.31.0). The per-RFC repo is archived separately.
