Adds rfcs/informed-consent.md as a super-draft. RFC-0001 (Human) names Informed Consent as a dependent entity; this proposes it as a first-class entry in OHM. Opened from the operator authoring lane (ROADMAP #35) via rfc-authoring.sh.
