Graduates super-draft wise-speech-commerce to active.

This is an in-place state flip per the meta-only topology
(SPEC §1, §13.3): the entry rfcs/wise-speech-commerce.md keeps its body and
stays in the meta repo. Only the frontmatter changes — state,
id, and the graduation stamps.
