Deferred decisions (running log)
- The #78 design's premise "#64's handbook subsection was never written" is stale — it landed as §3.4 (eng PR #27, SLICE-2 of #64) after the design was drafted. Resolution: honor D2 (co-locate) + D9 (§4.3 home) — move the gate text into §4.3, leave §3.4 as a one-line pointer stub. Logged in the design's v1.0.2 changelog row.
- New §4.3 displaces OHM → renumbered §4.4; all OHM-§4.3 citations updated (digest, plugin README/CLAUDE.md, ohm-presence-notice hook).
- eng#36: only its handbook slice is folded in here (per the session goal); the brainstorming phase-detection enforcement stays follow-on per #36's own Solution notes.
Concurrency note: sessions 0035, 0048, 0058 are in flight (--INPROGRESS);
this session isolates in its own git worktree per §5.4 / init Step 6b.
