Context gathering surfaced two reconciliations the design didn't carry: (a) the #64-prescribed gate section ALREADY existed as handbook §3.4 (eng PR #27, SLICE-2 of #64) — the design's premise "never written" was stale; (b) the new §4.3 displaces OHM (then §4.3) → renumber to §4.4 with a citation sweep. Resolved per the design's own D2 (co-locate) + D9 (home = §4.3): gate text moved into §4.3, §3.4 left as a one-line pointer stub.

Deployment pipeline (§9) status

Docs + skill-prose change in the plugin and engineering repos — no deployable UI app, no pipeline stage to run. Verification was grep sweeps + scripts/lint.sh --check-bump (clean; shellcheck skipped, not installed).

Deferred decisions

The #78 design's premise "#64's handbook subsection was never written" was stale — it landed as §3.4 (eng PR #27) after the design was drafted. Resolution: honor D2 (co-locate) + D9 (§4.3 home) — gate text moved into §4.3; §3.4 kept as a one-line pointer stub (not deleted) so existing citations still resolve. Alternative (leave the gate in §3.4, taxonomy-only §4.3) rejected as violating D2/INV-3. Logged in design changelog v1.0.2.
New §4.3 displaces OHM → renumbered §4.4; swept OHM-§4.3 citations in the digest + plugin (README, CLAUDE.md, ohm-presence-notice). Citations to other documents' §4.3 (patchwatch design, flotilla SPEC, historical transcripts) deliberately untouched.
eng#36: only its handbook slice folded in (per the session goal); the brainstorming phase-detection enforcement stays follow-on per #36's own Solution notes — issue left open with the first checkbox ticked.
The colon-vs-slash feedback-label unification folded into #78 by comment #1099 was NOT in the graduated design's scope and was not resolved here; noted in memory to re-route into the #79/#96 label work.
