Brainstorming session: explore and write the Solution Design for the Phase-2
server-side type-fit net (Feature C of Epic #77) — the net that catches
externally-filed / re-typed issues the capture-side judge (#79, shipped 0.51.0)
never saw. Expected shape per the epic: a deterministic lister (issues missing
typecheck:ok), a SessionStart notice hook, and a validation skill reusing the
wgl-type-fit-judge contract + typecheck:* labels. Spec is authored
section-by-section in the content repo's specs/ on a session branch;
submitted at finalize.
