• The #78 design's premise "#64's handbook subsection was never written" was stale — it landed as §3.4 (eng PR #27) after the design was drafted. Resolution: honor D2 (co-locate) + D9 (§4.3 home) — gate text moved into §4.3; §3.4 kept as a one-line pointer stub (not deleted) so existing citations still resolve. Alternative (leave the gate in §3.4, taxonomy-only §4.3) rejected as violating D2/INV-3. Logged in design changelog v1.0.2.
• New §4.3 displaces OHM → renumbered §4.4; swept OHM-§4.3 citations in the digest + plugin (README, CLAUDE.md, ohm-presence-notice). Citations to other documents' §4.3 (patchwatch design, flotilla SPEC, historical transcripts) deliberately untouched.
