The carried-work brief was "don't crash / don't re-grow frontmatter"; I chose to have graduate/claim/retire/reviewed also write the sidecar + lazy-migrate the `.md` to body-only, for one consistent behavior (INV-2 clean docs everywhere). Aligned with the design's intent; required updating existing graduation/retire/reviewed tests to assert the sidecar.
