The platform grants its discount at spend rather than at load, which is precisely what keeps balances parked in the ecosystem. This RFC defines Discount/Reward and names that parking effect honestly as a lock-in lever, so it is argued in the open rather than operating silently. It serves Agency by making the incentive visible and contestable.

A Load is the moment a Human moves real money into stored value, and not all loads are equal. This RFC defines Load and the principle that any reward must be funded by a fee the platform avoided, never stacked on a fee it paid — which is why bank rails can earn a discount and cards cannot. It serves Agency and depends on Informed Consent.
