A marketplace that admits any seller and any good is not neutral; it is negligent toward the Humans it exposes to fraud and danger. This RFC defines who may sell and what may be sold — prohibited, dangerous, and counterfeit goods, and scam prevention — as a duty of harm prevention distinct from after-the-fact recourse.
