Withdraw 7 dash-less duplicate RFC entries

Set state: withdrawn on the hyphen-stripped slug duplicates created during the ecomm corpus seeding (agencyantimanipulation, privacydataminimization, epistemicauthority, wisespeechcommerce, dignitycommerce, dutyofcare, nonextraction). Their correctly-slugged twins (agency-anti-manipulation, etc.) remain the live entries. Withdrawn keeps them as historical record per SPEC §3 while dropping them from the super-draft/active lists.
